I think this just got hotfixed, went from 15% to 3% of my damage in shuffle just now.
No hotfix notes out yet, but I feel like this just got a big nerf.

They announced it before xmas, it was just bugged until yesterday. The values you see right now are the intented values. Before it simply wasn’t nerfed in PvP, while it should.
Personally I have mixed impressions. It was overtuned on some specs, but brought fresh wind to the game. Maybe an internal CD on the procs instead would have solved the issue.
