WoW has perhaps the best mechanical interaction of any game. I think it could be better.
Imagine anchoring your cursor so that whenever its hidden (right click turn), your cursor is considered to be wherever you anchored it on screen.
Now you can reliably shoot your totems or Blizzard by aiming your camera.
This would work wonderfully with an aiming reticle.

Please tell me why you hate this and thus no one can have it. I’m genuinely curious what protest there will be and who likes this idea.
To put this in other words… Your reticle spells always cast in the same spot unless your cursor is visible
Why not just get a weak aura which tracks your mouse all the time? It’ll function the same if I’m understanding you correctly.
I use ultimate mouse cursor — has a cast bar and a gcd tracker, is class color oriented (but you can change that) and it stays on screen even when your cursor is hidden via right click, so you always know where your mouse is.

Its much better than whiffing reticle spells. However I do still use mouseover macros, or occasionally click things. After I’ve thrown my cursor to the target on the top right of my screen I don’t have the time to perfectly realign it to the center of my x axis, between my character and the top of screen.
I want the game to operate as a FPS for reticle abilities alone. Instead of release mouse click, move cursor, cast spell at mouseover, move cursor back to desired casting area, mouse click down… you just right click down and press Blizzard.
Mouseover a pet in arena (because you can’t macro everything) and use cleanse.
Do you want to then
A) move cursor back towards your teammates (time loss, and you can’t operate your camera) to cast Mass Dispel (too late, you’re stunned), or
B) Right click down (you’re going to do this anyways), Mass Dispel mass polymorph and win the game

That would be nice if they implement that without enabling the abuse they’re worried about.
In addition to that, you could also have a cursor anchor. You’re trying to pull a mob off of your healer to your left, you use an off gcd spell to grab aggro. Now you can right click down to use that Ring of Peace beside the tank in front of you. Another mob approaches your healer. Conveniently, when releasing right click, your non anchored (default cursor) is by your healer still.
With an anchored cursor we remove four instances of flailing your cursor from x to y in this short example alone.
