Yeah it’s a “tree”. But the reality is that we are almost always picking 4 our of 9 lines, then 2 our of 3 and 3 our of 5. (varies by class/spec)
Like for fury, picking 4 off bettere 1-handed, bloodthirts, bleed, Rampage, Raging blow, Execute, Whirlind…
Minor: two of Haste, Mastery or Crit.
And 3 major from Storm, Fury, Reckless abandon, Onslaught…

2/2 improved arcane missiles is cool, but 4/2 improved arcane missiles is even better
Yeah, being able to farm for buffing up to +3 to lesser talents were honestly quite nice. Though some lessers were ridiculous compared to other.
You seem surprised when there is no reason to be. Tier bonuses and things like them have become talents in the past, why would the creatively bankrupt company not use old ideas to fill in a hollow platitude and exclaim “ALL NEW CONTENT!”
