You can not downgrade valor to hero (or any currency down grade for that matter). I am unable to purchase heirlooms for alts.
/run BuyMerchantItem(1,1)
Put in macro, open vendor screen, hit macro.
the second number can be changed to buy more, example (1, 25)
Temp fix but you can still get them at least!

Thank you. I met someone at the exchange that told me the same thing. Silly that we have to run a script to get around a bug that Blizz refuses to fix.
