So if I understand correctly you need to complete the dungeon at least once and you will be able to do the skip the intro and dialogue next time. In my case one of my toons has the skip option, but other toons don’t have it.
I even completed the dungeon on different toon, jumped in again but still didn’t had option for skip. Bug or I’m doing something wrong? Do I have to compete the quest that chromie offers on every toon that wants to have skip available?
I do believe that it’s only raid skips that are account wide.
Could be that the Culling of Stratholme is a character only skip.
(i have never done the dungeon / speculation based on google searched)

Yes
I figured is character specific, I just wasn’t sure what do I have to do to get the skip. Was it the just dungeon completion or the quest as well.
