If Blizzard wanted to they can catch cheaters that are cheating or who cheated in the past.

Blizzard can do anything they like.

To be clear though, queuing at the same time as someone else isn’t considered cheating.

Good that synchronized queuing isn’t cheating then, isn’t it?
