Seems Kalecgos got lost on the way to the docks, not in turn in spot
edit showed for a bvrief second, then left. Was able to turn in but next part of chain mia
Ran into this, too. If you fly back to the front gate where the quest started (which is empty) and then back, Kalecgos appeared. That worked for several of us on different servers.
I went back and forth several times, went to where the portal was on the hill a few times, dropped the quests and did them again, walked over to turn them in, and they had spawned in.
Not sure if any of my actions made a difference.
I had to abandon it a few times.
One the fourth attempt, I was going to try and turn it in to kalecgos who was still by the bridge where he gave me the quest by kiting a mage over to him so I would be right there before he despawned and changed locations.
Then he just walked off over the bridge and phased out.
For whatever reason, letting him do that seems to have solved it, and I was able to turn it in by the docks.
I managed to finally finish the quest but then no quest show up then after?
Update Be patient it works but quest givers are buggy.
