Crafting with STARS?

Please help. I’m looking to make a pvp chestpiece with the work order system.

I can add embellishments that have 1,2 or 3 stars. But I see the embellishment has the same stats no matter the star.

If i use the cheap 1-star does that mean no one will make it? Or it can fail and I lose my mats?

If I use the expensive 3-star, is it guaranteed? Are the stats somehow different?

I don’t understand why to use the 3-star version over the 1-star. Please help

Higher quality (ex. 3 stars) equipment will have higher item level, and higher quality consumables will give you more stats and/or will last longer.

It won’t fail, no, and you won’t lose your mats. Worst case, nobody makes it.
