I want to obtain a weapon through the crafting system but i have a couple questions
Is it possible to get a max level weapon guaranteed? Im never going to be a mythic raider so 90 crests is alot to waste if it dont workout
What is the going rate to tip?
How do i find someone to do it, ive heard the public order is not good

Yes, it is possible to guarantee a max ilevel craft.
You will submit a Guild or Personal Work Order and choose the Rank 5 (orange pentagon) on Minimum Quality. Make sure at least half of your provided materials are Rank 3 (better to use all Rank 3) and the other half at least Rank 2.
The going rate will depend on your server and the specific craft. 5-15k for the Rank 5 guarantee is probably not out of line on the majority of servers.
Unfortunately, the only practical way to do it is spam Trade chat or Trade(Services) chat with something along the lines of “LF Crafter for Rank 5 ________, pst”. I advise against General chat as that goes to everyone you are on the same shard with even though only those on your Realm and your connected Realms can craft for you.

Public Orders are a roll of the dice.
You might get lucky and your crafter does it at Rank 5 because of your offered commission. Then again, you might not and get a Rank 4 or lower.
