For two-hander weapons, yes. It’s twice the weapon so twice the component cost.
For me I disabled all my addons, reloaded the ui and I could place the crafting order afterwards.
Happening to me now, disabling addons (all of which were updated to 11.0 TOC, but disabled anyway) and reloading UI didn’t help.
Add: this is filling public orders, tried the ones that were available, each of them failed with this error message, and I tried each several times.
