The cost in materials is a bit insane. Drops are usually in Rousing Air, in quantiles of 0-4, maybe.
Get a herbalist that’s maxed out the elemental side of skills (or at least the first tier) and fly around the Plains for half an hour or so.
You’ll be up to your ears in air.
And no consideration, it takes time to level up another toon just for herbalism and the specialization points.
Air might be easier to get, but you forgot all the other materials.
