Blizzard makes all old raid bosses soloable, when they change them to legacy loot.
Coven of Shivarra seems the only boss who isnt soloable at the moment.

I have to imagine they’ll change it eventually to make it doable for non-pet classes.

The general rule is that they break mechanics to make old raids soloable when they’re two expansions old, so I’d imagine it’ll continue to be a pain until Shadowlands actually comes out.
It isn’t considered Legacy until two expansions out…
For example, the ‘newest’ expansion that is considered Legacy is WoD. Which is why they made the start of Hellfire easier to solo and Teron’gor soloable. Once Shadowlands comes out, Legion will become legacy.

They just enacted Legacy loot for Legion content like 2 weeks ago or maybe one, not sure if that affects the actual content. I thought legacy loot rules meant the content was legacy already.

I do Coven on rogue, definitely soloable.
You want to talk hard, try doing Imonar beyond Normal, or Mythic Odyn. Aggramar pure solo is not possible due to the knockback. Mythic Nythendra isn’t possible due to mind control.
Probably preparation for the change over to Shadowlands but they still need to go through and adjust the coding for the encounters to adjust the mechanics to make them soloable.

That’s all I did, yeah. Just dumped high DPS into one, but since they share pools, I made sure to dot all that I could. Keeping up garrote+rupture+poison on the ones fighting me, plus dropping poison vials and azerite beam help as well.

I wouldn’t hold your breath on it being fixed with SL either.
The first boss of Hellfire Citadel was nearly impossible unless you were an extremely high mobility class until well into BfA.
we are just one expansion after legion, of course there are many bosses not solable yet

I dont think agrammar is soloable either 
Through much of BfA it was possible to group them without having them go immune. They added that mechanic back not long ago, so now once again it is not soloable.

Okay, yeah, I couldn’t do that guy even on LFR. He couldn’t kill me…but killing him was so long and tedious, that I just gave up. Stun after stun after stun.

I can get him on LFR, but only LFR. His Sleep Canister can be avoided once through Cloak of Shadows, and the cast time between them is juuuust long enough that I can apply a new dot right between the breaks (15 seconds long, cast every 15 seconds), so I can cheese him past the first phase where he does that crap. But in Normal, he does it every like 12 seconds, so there’s never a break.
only legacy loot has be enabled atm. once SL goes live then I think legion content will get the legacy damage buff and we will be able to nuke bosses like we do in WoD and older content right now. also hellfire cit has been soloable long before it became legacy you just had to do stupid dps and burn the bosses before they killed you lol. fun times
