Attempted to run the court of stars. Hit everyone even vaguely matching the description provided. No go. Lacking other options I brought in a Demon Hunter. They can’t find them either. There is no spy. This prevents the dungeon from being completed. This expansion is also very old, so the fact that this bug still exists is beyond alarming. Bad code.

You must be new here! We still have quests, dungeons, and events still bugged from Burning Crusade that were never addressed and fixed.

It will be truly a testament when Classic BC drops with all those bugs intact. 
This won’t help much, but I came here as I had the same problem. I was told, amongst other things, that the spy had potions around their waist. There were exactly three nobles (out of the eighteen in the party) with potions; none matched all the other clues but I spoke to each of them and got kicked out of the party each time. In desperation, I tried talking to each of the guests no matter their appearance.
I found the spy eventually, she had nothing around her waist but as soon as we walked off to talk in private the potions appeared. There was some kind of graphics problem as well: as she walked as the potions were kind of detached from her person and disappeared and reappeared from time to time.
I had the following clues:
- Female
- Potions
- Dark color clothing. Vest is a dark, rich shade
- Long sleeves
- Gloves
There was no one matching that description. I ended up talking to everyone and the correct person was asking a male who didn’t have half of the stuff listed above.

Happy to report that it is 2024 and I just got this bug tonight.
Clues were female, light vest. pouch, gloves, cape.
Only 5 females were included and only 1 of them had a cape.
I do not know which one it ended up being because I got tired of the 30 second debuff that was refusing to let me progress.
