a.) Can Alliance/Horde players join the same guild together?
b.) Can Alliance/Horde players raid together?

The answers are Yes, and Yes.
Yes, alliance and horde can guild together. I have a small family guild for myself, a couple friends, and my kids and I created a faction neutral community and posted a recruitment link in that chat, switch to my horde toon and join the guild via that link.
