Just finished the Baine mission. So you mean to tell me that once again members of the Sunreavers have broken neutrality to side with the Horde! Meanwhile the armies of the Kirin Tor and Silver Covenant cling to neutrality. This is ridiculous! The Council needs to pick a side already. Im sure Veressa is trying to keep her boys safe in Dalaran which maybe why she hasn’t taken her faction to Stormwind yet.
Maybe the Kirin Tor are busy guarding the Tomb of Sargeras so that the artifacts remain in place. Oh wait!
The sunreavers aren’t back to Kirin Tor, only the bootlicker of Aethas is there because of the fire artifact. Keep complaining, for every complain the alliance get another horse mount.
I am pretty sure he has the title The Sunreavers on his model in the quest.
That said, I think where specific Horde members are is a little bit more murky. The quest Calling of the Council is about allow Horde and the city and ‘offering membership’ the Kirin Tor.
In the matter of allowing the Horde into Dalaran and offering membership in the Kirin Tor, I vote aye.
Whereas for Aethas in Path of Atonement and The Frozen Flame, it was just about letting him back in.
Precisely why I’m here. If I can’t return to my former position, then perhaps the council will at least consider restoring my access to the city. As a show of good faith, I have information to offer.

And in An Urgent Situation, he denotes some Sunreavers seemingly have rejoined.
The saboteur was from the Horde - one of my own Sunreavers, in fact. There are those on the Council who strongly opposed allowing us back into the Kirin Tor in the first place. As you can imagine, this gives them all the ammunition they need to lobby for our expulsion yet again. And if that happens, our truce will shatter and Azeroth will surely fall to the Legion.
So I think individual Sunreavers are allowed to choose whether or not they wish to join the Kirin Tor. But that being a Sunreaver does not necessarily mean they have done so. At least that is what it seems like.
And further, how Dalaran’s neutrality precisely works has always seemed awkward to me. Because Jaina as a member of the council still helped the Alliance against the Horde when they were supposedly neutral. Such as when she helped ward Dalaran to safeguard the Divine Bell. Noted in Tracking the Thieves.
You don’t have to be a member of the Sunreavers to get mad at Jaina for purging members of your political ideology. Hell, the Darkspear were yelling vengeance of Zul’jin and they aren’t even forest trolls.
So what? Lots of nelfs died. Sylvanas was bound to raise them to increase the numbers of her dark rangers/dark wardens.
See, everything makes sense when you realize they trusted the Sunreavers to guard the Pillars, but the Sunreavers got so offended that they were shoved on to guard duty, they went and joined Sylvy.
I mean, you know how blood elves are. Say or do the wrong thing and they go joining your mortal enemies. Send in a dwarf spy and a couple night elves to keep an eye on us? We’re gonna go join your most hated enemies at the time.
I’m just saying, we have a history of over-reactively joining sides.
Presumably both Silver Covenant and Sunreavers(and forces related to both sides) are still loyal to their respective factions:

Now then, as leader of the Kirin Tor and a faithful part of the Alliance, what would you do about the Sunreavers? True, they are advocates of the Horde. But they have been allies and productive members of the Kirin Tor for over 2000 years. This city is their home. Would you expel them?
Not if they renounced the Horde.

You’re so passionate for your cause and clear in your convictions. Believe me when I say that the Sunreavers are the same. The Horde is their family.
Not all of them support Garrosh. But they’re not about to abandon their own people… I couldn’t ask them to do so without tearing the Kirin Tor apart.
The Kirin Tor is sacred to me. We need to stay united.
I’d also point out we had worgen living in Graymane’s Enclave in Legion actively working with the Alliance. Long story short, you only have to be neutral if your representing Dalaran directly, otherwise your still a member of your respective faction. I always found that a failing of Jaina’s policy.
The Blood Knights “joined” the Silver Hand in legion, yet actively oppose the alliance in BFA. When it comes to a threat to everything on Azeroth, I imagine both Alliance and Horde factions will work together, but as soon as it comes to open conflict between the two factions, it seems that all bets are off
As far as I’m aware, the Sunreavers, as an organization never rejoined the Kirin Tor. Aethas Sunreaver, as well as a few others, did ultimately get readmitted to Dalaran, but only as individuals as far as it has been explained.
And honestly it’s questionable how much the Sunrevears even exist as a meaningful organization. And if Aethas has any practical authority over people who still use the name.
The Night Elves actually set up a number of large, hostile military encampments in Blood Elf territory, with whom that dwarf was liasing, and their scouts attack Blood Elves on sight. I’m pretty sure just about every country ever would take those as very warlike actions.
Just sayin’.
Edit: @OP: I don’t know that Blizzard has clarified the current status of the Sunreavers, but it stands to reason that many of them never returned to Dalaran after the Purge. We’ve seen them fight for the Horde since then, just as we’ve seen the Silver Covenant fight for the Alliance.
This Sunreaver, in particular, seems highly unlikely to have returned to Dalaran.
I know I say this every time it’s mentioned, but there’s literally 0 reason for nelves to give a damn about what the belves are up to let alone harry their attempts to rebuild their society or spy on them. They’re amicable when they meet in WC3 and Tyrande voices regret over the division. It’s just another hamfisted thing they tossed into BC to go, “Okay, belves are 100% Horde now. (Please play Horde. We have a pretty race now!)”
Hey. Hey now. You just stop that. You know as well as I do that as soon as we learned the Alliance sent a dwarf to spy on us, we all got together for the weekly meeting and decided we were having none of that. We all swore a blood oath at that meeting to join the largest enemy force allied against this dwarf’s people until the ends of time, and for six to nine months thereafter depending on whether or not certain other conditions were met.
Don’t try and deny it. I’ll immediately be forced to ally myself with your most hated enemy group in responce, as is our racial custom.
Um the sunreavers were a detachment of silver moon magisters that were sent at the behest of aethas sunreaver to help the Kirin’Tor. They weren’t a group of neutral mages the fact that only a few help Garrosh was an astounding thing in and of it itself.
Actually they were supposed to be Aligned to Dalaran and neutral. Its why Aethas(and Rhonin backed him up) offered one of his Sunreavers to assist with the defense of Theramore.
Its why they were so shocked when he assisted Garrosh’s armies(which had silvermoon forces in it) by weakening the wards.
Well they admit that the Sunreavers were loyal to their warchief and following orders. Meaning at the time Jaina purged them all they were enemy combatants.
