Why nothing in the game is detailing this? Game says “hey you got lvl 3 with this rep go talk with this NPC to get this reward” and that’s it there’s nothing pointing to a level requirement, c’mon Blizzard…

Yep. Why do I have to come to a forum to figure this out???
No clue, Blizz is weird. I thought they weren’t Avila or until official launch when I earned them and then they popped up when I hit 80, that’s all I know.
