Absolutely. There are many human refugees living in Shattrath as it’s one of the only actually safe places in Warcraft. Hence why there’s an entire lower city with men and women of every race making up its thronging population.
I imagine there’s a whole generation that have spent most of their lives there - I mean there’s kids that have pen pals in Outland - there’s that quest in stormwind where you’re asked to deliver a letter from one kid to another.
That is what had me thinking of it to begin with. I feel I will have to go explore Shattrath proper all over again now! Thanks for the reply ^^

Oh it’s in that little garden section in the stormwind keep! It’s one I’ve ignored for ages because I just wasn’t interested in the time - but I think it’s a girl with a fae dragon next to her?
I might be entirely wrong - I’ve just jumped off that platform a ton and I stopped by to read it once.
I will check it out later when I can get on after work. I must have somehow ignored it altogether? Maybe I just need to look around the capital cities (RIP Darnassus) again with fresh eyes lol
The NPC in question is Alicia in the Stormwind Keep garden. Alicia is a real girl and the character she sends her letter to is her guild mate who died of leukemia, per the Wowhead comments. Alicia then petitioned Blizzard to have them, and the letter, put in the game.

Yes, in fact, in Honor Hold is Caretaker Dilandrus who was born and raised in Outland, and would be regaled with stories of Azeroth by his parents.
At the close of the Second War, the Sons of Lothar stayed behind to help close the portal from that side. While predominantly human, there were also High Elven and Dwarven members. These people were trapped in Outland from the Secand War until it was reopened at Burning Crusade.
So not only is it possible, but there is also in-game precedent!
