They’re disabled due to it being outside of Winter’s Veil. Or if they’re not listed there at all - through the appearances tab, they won’t show up if you’re looking from a transmog interface - make sure all of your filters are checked. But if it’s not active, you won’t be able to see it at all if you’re working through the transmog NPC’s interface.

Wowhead has a post up covering what holiday items are currently usable for transmog since Blizzard lifted SOME of the restrictions.

keep in mind, there are 2 versions of both hats.
there’s the older models, and the newer models.
