You can transfer from your perfectly healthy server to a low pop server but not to the only full one. Reroll if you’re that hard up to follow the herd.
A perfectly healthy server would be one where I could find a single (literally a single) group for any 55+ (BRD and up) instance during prime time hours (aka, now).
