I do not like the new cool down manager. I have to manually turn it on, edit stuff around on my UI then i have all these moving cast bars on my screen drawing my attention away from what i should be focused on. how do i turn this off and back to what it was? I liked the small icons on the HP bar on the bottom of my screen with the countdowns. not this crap that if turned off I cannot see my defensive CDs at all without staring at my buff bar at the top of the screen

No problem. Technical support is for installation and crash issues with the game client. For anything regarding buttons, buffs, or things you click inside the game, UI and Macro is the go-to place.
