Does the Consecration from Righteous Judgment (Judgment 50% proc) clear movement impairing effects?

I tried it on target dummies in Dornagal, but Consecration only seems to clear them when you manually cast it.

Has anyone tested this more fully?

I’m especially curious for PvP.
