I’m having the same issue that is affecting others who ran the Black Temple TW Raid. Basically, we are getting an “You don’t meet the requirements…” error message when we try to turn in the quest to Vormu. So, I submitted a bug report in-game and logged off. When I logged back in, I went ahead and tried to teleport back to Shattrath, but my Teleport: Shattrath spell was gone, as was my Portal: Shattrath spell! Now keep in mind that I have been playing since 2008, and I have definitely purchased and used these spells many times (I used it today to get to Shattrath to do the raid).
I had to port to Stormwind and use the portal room to get to Shattrath and once there, I had to purchase the two spells from the Portal Trainer! Whiskey Tango… Hotel, over?!
Anyway, far be it from me to conflate coincidence with cause, but it is interesting to say the least (to me at any rate).
