I’m just gonna start by saying that I’m confused on Hammer of Light. I play Prot. I love it. Mained it since Legion. The hero talents trees are nice, though they do need some fixing in general for all specs.
I’m confused about the Holy Power cost. For Prot, it’s 3. For Ret, it’s 5. However, there is nothing in any of the tooltips that say that Prot gets a reduction anywhere. Do I think it needs to stay 3 for Prot?? Yes. Do I think it should cost 5 in general? No. Especially when the spells that are being used grant you 3 Holy Power. I feel like there should be a tooltip thing that says, “Hammer of Light now costs 2 less Holy Power.” Make it apply to both specs. Yes, it is a buff for Ret, but it needs to be explained somewhere and make it apply to both.
It is wildly easier to get holy power as ret for a variety of reasons. Given that you have to get 3 combo points just to be able to even have the ability on your bars as Ret, lowering the cost to 3 would simply flatten the mechanic in a disinteresting way imo.

Having played prot, not only does it costs less its way easier to keeo shake the heavens as prot. Idk why but they have to keep ret nerfed in every aspect even the tree.
You dont see this on other hero specs either

No it shouldn’t for Ret and here’s your explanation.
(Blizzard did somewhat address this topic in a dev note, but it’s not something they are going to keep in game for context)
It is a consequence of faulty design on prot more than anything else.
Everything this spell does warrants a 5HP cost by comparison to what other spenders do.
The things is, they made decisions in DF about Prot HP generation and it’s SotR uptime that are antithetical with the addition of a 5HP spender.
It simply cannot spare 5HP for it.
Is it weird? Yes
Should it be like that? No
Why is it? Because they f*** up
That’s a bandaid, one of many for prot.
We’re just gonna have to live with it and keep pointing at it until they rework the spec.
Them reducing it to 3 and making EoT give 3hp is the best they could come up with to make it as seamless as they could HP wise.
