Conduit upgrade not working?

Please feel free to shed light on this issue because I am severely confused here…
I visited Ve’nari today and decided to purchase the “Unbound Reality Fragment” for 1,900 stygia, which states “Use: Discover an upgrade to a random conduit from among your lowest item level conduits”
I traveled back to bastion and used the item in the forge…
Instead of providing an upgrade to any of the conduits I already have…it gave me an ilvl 145 green for another spec! This was a complete waste of time and stygia. If i wanted the crappy conduit it randomly gave me…I would have farmed it in world quests long ago. why would i farm a conduit for another spec ill never play? Its not an upgrade…its way under the ilvl of my lowest conduit and it wasnt one of the ones I had…so to say it upgrades from “among your lowest” is a lie. I have learned to follow tool tips word for word but this one is clearly confusing me and not seeming to follow its own wording. so…just for sh*ts and giggles, I went all the way back to ve’nari…and stupidly purchased yet another one…flew back to bastion and yet again it spawns another ilvl 145 green for the wrong spec!

The item works on a priority basis as follows:

• If you are missing any conduits it will teach you these first at item level 145.
• If you have any conduits at item level 145 it will upgrade these to item level 158 first.
• If you have any conduits at item level 158 it will upgrade these to item level 171 first.
• If you have any conduits at item level 171 it will upgrade these to item level 184 first.
• If you have any conduits at item level 184 it will upgrade these to item level 200 first.
• If you have all conduits at item level 200 or higher it will upgrade these to item level 213 first.
• If you have all conduits at item level 213 or higher it will upgrade these to item level 226 last.

Where in the description did it mislead you into thinking it was spec and not class? “Your” lowest item level conduit was 0.

If you got a single conduit from a WQ or box this should have been obvious.

To be fair, it doesn’t say it’s going to give you unknown conduits. That is a little weird to me. I mean, I get how it works, but the description doesn’t specify that it’ll give you one if you don’t know them all.

yeah the desc doesnt say out of possible conduits. it says out of “your” conduits…bs
if they give me one i didnt have…its not following its wording “among YOUR lowest conduits”.
if i dont have that conduit prior to it…my lowest isnt 0…thats dumb as sh!t to even suggest. once again they have hidden ruling they refuse to disclose and people like me just gotta deal with it.
if it would have stated that instead of upgrading one of mine…it would give me others until i have them all…i never would have purchased it.
