Need help. Are there ever any wq’s that give finesse conduits? I only see potency, and endurance conduit quests. Or can you only get finesse conduits through raiding, and bg’s?
None of my Finesse conduits came from the places you mention, as I’ve done none of those things.
I think they came mostly from various Faction Tribute Chests., particularly the chests I’d get in Korthia.

You can buy all ilvl 200 and I believe 226 conduits from vendors. Tazavesh and raids drop finesse conduits, according to adventure guide.
I don’t think WQs drop them.

If you’re at max Renown, you buy an item that grants you all the conduits and sets them to ilvl 200. This includes Covenant-specific conduits. The vendor that sells them can be found next to the flight path in Oribos, their name is Au’Dara. The item you are looking for is called Incense of Infinity.
After you get that item, you can head to Zereth Mortis and buy an item from The Enlightened quartermaster that increases the ilvl of all your conduits to 226 at Honored Friendly, or 239 at Revered. The quartermaster’s name is Vilo. The items you are looking for are Font of Ephemeral Power (226) and Decanter of Untapped Potential (239).
If you’re not at max renown, it is fairly easy to reach 80 renown these days, almost everything gives you a renown rank or two. The fastest way to do it is to do your callings, campaign, meta quests in both Korthia and Zereth Mortis, dungeons, world bosses (old an new), LFR, and the Covenant Warfront in The Maw. I don’t PvP, but I’m sure PvP also awards some as well.

M+ 15s drop 265 conduits in the chest at the end. You can check the dungeon journal to see what drops from where.
You only need friendly to get the 226 conduit items from Z.M
