Condense and Buff the Movement Speed Enchants

Dude comes in with an idea to open up options and the forums have to find nonsensical reasons to shoot it down.

1. No reason why a speed enchant can’t just be for one slot.
2. No one asked to go 200% run speed like Remix.
3. Opening up those other slots so that other options can be used is a good thing.
