Hi I am lagging during loading screens on my second monitor very clearly streams stutter hard during the loading screens etc. I recently upgraded my pc so maybe that is the issue?
Also in some instances/bgs on Wow Classic TBC I am dropping down to like 40/80 fps and only utilizing like 15% of CPU/10% of gpu.

NOTE: Even though the human eye cannot perceive more than 20 oscillations per second (Hz), I would be cautious about setting the target FPS to anything under 30 FPS. The main goal is to avoid any in-game frame-rate that is lower than 20-24 FPS:

It is also said that the bee can notice flicker up to 200 oscillations per second, while we see it only up to 20.

All this does is bypass a physical resource limitation / cap with the loading screen. At that point, if there is a hardware limitation it would be more easily noticeable:

NOTE: Your upload speed determines latency, which also influences load times. Latency and read speeds for physical media / HDDs / SSDs, have a bigger influence on the outcome ( sometimes it is raw throughput / bandwidth, which has little to do with latency, but only in the worse case scenario .) Once the game is finished loading, access time for physical media is of little concern ( other than in phased areas / zones / instances. ) This is only once you hit a baseline level of performance found with with most mid-range enterprise-grade HDDs / or entry level SSDs ( I don’t own an SSD btw. )
