Hopefully there aren’t any prerequisites other then a quest to open it.
It’s not working currently. Morgan Day was pretty clear that quest rewards were supposed to be retroactive, but they’re not. Hopefully it gets fixed at some point.

I really do hope it’s a bug and not something they’ve gone back on.
There’s still some achievements that don’t give access to gear either, despite them being moved to account wide. Reported on beta, reported on forums, reported on live - no acknowledgment from Blizz. Basically just seems like they can’t commit to fixing the bugs and would rather release with things broken to the point of not working.
I’m wondering if it hasn’t been turned on due to the expac not actually being out yet. They did say “In the War Within”.
