EDIT: In case anyone else might run into this problem: after submitting a ticket, I had a back and forth with a few GMs who were not helpful whatsoever, but eventually another GM responded to let me know it was a known bug and they were able to put the quest back in my log. So a ticket is your best bet, just gotta be persistent.
Hello! I, while doing the Legion intro quests, made the extremely unfortunate decision to abandon the quest “In the Blink of an Eye” thinking I could easily pick it back up. Apparently that is not the case cuz I can not find it anywhere. Here are the things that I’ve tried:
- Relogging/rezoning does not bring quest prompt up.
- Elthyn Da’rai does not have a quest or dialogue for me.
- Holgar Stormaxe does not have a quest or dialogue for me.
- The Kirin Tor Emissary in the Orgrimmar portal room does not have a quest or dialogue for me.
- Warchief’s Command Board does not have any Legion options, nor does Suggested Content.
- Baine (Orgrimmar) and Sylvanas (Undercity) do not have the quest.
- My Dalaran Hearthstone toy does not work and Amisi Azuregaze (Broken Isles Dalaran Inn) does not offer a Dalaran Hearthstone to me.
- I can access the instanced version of Dalaran above Karazhan (where the quest takes place) but I do not have any quests or points of interaction there. I have also flown around Broken Isles Dalaran (via the portal to Aszuna) and same thing, no quest and no point of interaction.
- I have run the script included on this page and the one on this page, both of which come back as “false.”
A few notes: I did the full Legion intro, I did not skip it. I tried all of these with all mods disabled. I’ve also done all of these with and without “The Harbinger” in my quest log and it does not appear to make a difference. I do not have any other expansion intro quests active other than TWW because it won’t let me abandon it.
I included all of this in my support ticket, but the GM replied and suggested stuff I already said I tried (“talk to Elthyn Da’rai, talk to Holgar Stormaxe, get a Dal hearthstone from Amisi Azuregaze” etc) and right now I’m waiting on a second reply from them.
Currently I’m running the “Scan and Repair” option from the Battlenet launcher and if that doesn’t work, I might do a full uninstall and reinstall. Any suggestions in the meantime would be wonderful. Thank you!
edit: Scan and Repair did not fix it either 
Have you checked in Deadwind Pass, where the quest would’ve been making you watch the teleportation of Dalaran over to the Broken Isles?
Also, look at this part of the map for Stormwind
Or Orgrimmar to where to find to pick up.
(Both would be near the Demon Hunters from the Legion Pre-patch Event.)

I have, I flew all around the instanced Dalaran there but there’s no NPCs with quests, no quest pop ups, no points of interaction etc. I also went down to the outside of Karazhan tower, nothing there related to this quest either unfortunately.
Also been to Elthyn Da’rai (who is supposed to have the quest I guess) in Orgrimmar but she doesn’t have a quest or dialogue for me. I even went to Stormwind to see if the Alliance NPC might have the quest for me but naw, I can’t even see him as a Horde character.
Only thing I can find sadly.
If you can’t skip as well, then the next best thing to do is to report a bug.

I already have a ticket open yeah, waiting for a reply now.
Tickets aren’t going to help. GM’s can’t give game hints, and they won’t alter your character to make a quest complete or appear in the quest log.
You’ll need to speak with either Recruiter Lee (Alliance) or Holgar Stormaxe (Horde) from the support article. Otherwise, if you can not find a way to get it or skip it, then you’ll need to report a bug via in-game (Menu > Support > Report Bug) or Bug Report Forums.

Holgar doesn’t have a quest or dialogue for me like I said. But I’ll make a bug report too, thanks.
You also might try party syncing with someone who hasn’t done that chain yet. A friend or guild member perhaps. Could also ask in General chat on Stormwind if anyone is feeling generous.

What of going to the DranOshar Blockade, talking to the wolf rider, and saying you’ve seen this tale before?
Sadly quest sharing does not work. And the orc outside Orgrimmar (Holgar) doesn’t have a quest or dialogue for me.
You don’t need to share the quest.
What you would do is make the character that hasnt done it be party lead. Have them turn on party sync so you are moved to their “phase”. You should see the quests available depending on where they are on the chain.
Now this doesn’t always work and it’s possible this is one of those cases. More quests can be picked up via this party sync method than quest sharing.
Edit: you turn on party sync on the map page, it’s a button beneath your quest log.
