Completed Tier 3 Transport Network (i.e. Nightfae Sanctum Reservoir Upgrades) but no portal to Oribos

I’ve completed the Tier 3 transport network, but the portal is not showing up in the sanctum for me.

How do I get the portal to show up?

Have you done the quest chain to unlock the tier 1 network? The portal will be next to the entrance to the mushroom ring in the cave under the ramp to the flight master.
