And get a Heroic piece of raid gear.

Why? That would be over rewarded for the effort. Normal is perfectly fine for how easy timewalking is.

460+ loot sources:
End of dungeon look for 11s and higher.
Weekly chest for 7s and higher
Full clear +3 masks.
Heroic Raiding.
Profession Items
Conquest capping gear
Conquest weekly chest.
Just to name a few ways to get 460+ off the top of my head.

None of that is really “free”

PvP conquest bar. That’s free gear, since you can do it solo at any gear level through zone assaults or Nazjatar battle. You need to fill enough conquest bars for gear to go from 445 to 460.
Another source of free 460s is WF quest. A piece of 460 gear for 30 minutes of boring PvE where you can’t lose.
3-mask requires a little more effort and skill, and but it’s very very easy once you get visions down, and awards 460 gear.
Then you have heroic raids, m+ and its weekly chest. Those aren’t exactly free, as there will be some performance expectations, but they’re easily puggable at this point.
I mean. Neither is getting it from TWing then.
Generally you always have to do something.
And in that regard, 0 ways is plenty of ways to get free 460 gear imo.

TW is queueable and piss easy (hence why it doesn’t need 460), all of those require considerably more effort, which is as it should be.

Why does the 4 Mythic Weekly give Heroic gear then? It’s easier and faster than Timewalking weeks.

I would say filling your conquest bar is silly easy.
Takes a lot of effort though, specially if you’ve never filled it and have to go through like 10+ bars to get 460 lol

Half afking in a WF for 20 minutes is too much effort for you?
Mythics require more effort, you actually have to find a group.
And they’re both easy, but a lot of people don’t outgear Mythics so no, they’re not always easier or quicker than TW

I would guess because mythic 0 requires players to find groups to do, whereas Time Walking you can queue and forget it.
The reward to difficulty ratio comes into play having to put together your own mythic 0 groups or hoping you get into an already created mythic 0 group.

I mean, I was filling it weekly by doing the occasional assault and getting the warcrate that dropped.

I don’t do any pug content, if my guild isn’t around to do it, and I can’t queue for it, i’m not doing it.
I don’t play in WM or do PvP, i’d litterally have to go through mulitple bars if I started now lol, that’s where the effort comes from.
Obviously if you’ve been doing it from week 1 its easy.
How is that relevant? If you don’t want to do anything, then you won’t get gear. I, and the other poster, gave you the ways you can get easy 460 gear. Really really easy. Once you fill your conquest bar 10 times, it’s unlimited gear. I filled the bar 3 times doing arena one afternoon at a very low rating.
