Looks like the quest “Something New” or words to that effect, you used to get per character after say a BG, or in my case Comp Stomp has been changed to once per account.
real shame as it was a nice bump in honor. i used to do it on all my chars, but i guess there was too much enjoyment being had.
I just tested this and was able to pick up the “Something Different” quest on two alts. Completing it awarded all the usual goodies for both chars, including the 250 honor.
If you are relying on the auto push quest when zoning into a BG, it fails quite often.
I usually pick the quest up from the in-game guide, but can also pick it up in Dornogal in the PVP area.
Shift J is your friend
It’s there, did it on several alts last night, pops up on zone in. Also daily reset for comp stomp (I guess pvp quests in general) is around 1500 UTC. (11am my time), so you can get max benefit from doing comp stomp all week.

The auto-pop has been inconsistent for a long time now should really be on an NPC at this point.
and yes, ty for the reminder, I forgot it’s this week. Need the alt army to bank up honor, gonna be doing a lot more PVP in S3 and bloodstones are too expensive.
