Devs don’t even have time to dedicate to Community Council threads since its creation and its like a second GD channel with a small sample, now We’ve another program that mention “occasional Dev Q&As, additional paths to provide feedback, and some other perks.”
CMs should work with the feedback that’s already provided by a bigger sample on each class, profession, pvp, gameplay…etc forum categories instead of creating more feedback tools that will be ignored and turn into sub GD forums like CC.

you’re correct, it’s only for EU now, but its a new feedback tool while we got the old one being ignored, it took almost 1 year for the first live chat with the CC and Devs don’t start any thread at all. There’s a big gap between threads created and Blizzard response, now they want to “handle” a lot of communities with small samples.
