Right now there’s a new post around Reputations and their rewards in the community council , like Paragon which Blizzard mentioned during a Q&A that this kind of reward won’t come back after Legion but then BFA introduced one as part of patch 8.2, then Shadowlands included some new paragon mounts. The issue with this response from the community council is that they don’t take on consideration the % drop rate against the number of attempts that you could get, if 10k is easy as Letholas mentioned but you’re only doing 1 character and the drop rate is like X-45 Heartbreaker well you don’t have a good chance.
Same thing happened with several mounts like previously mentioned X-45 Heartbreaker, headless mount, MoP World Boss…etc, it’s good to have rare mounts but it’s not good when the chance is really low and Blizzard already admited mistakes by during 9.1.5 buffing a BFA mount like Mechadone achievement due to low drop rates for some pieces of that meta achievement.
Shadowlands offered a new bad luck mechanic, there’s rares that drop mount but you can buy that mount for Grateful Offerings, if you want to keep paragon mounts, they could also include a bad luck mechanic besides the RNG, like a currency to buy it directly after a X amount of attempts.
As mentioned in other post when we’re talking about rarity,rng and these aspects around cosmetics you must take on consideration factors like:

Its not the same mounts like Deathcharger in Stratholme on which i can reset the instance and farm it with a single character compared to Love is in the air event that is via queue and we’ve so many issues.

Other factor is that Blizzard keep moving the carrot each expansion, you must be level 98-110 7.3.5, Then you must be 110+, 8.0, then you must be 50 (120 before conversion )Shadowlands. There’s a lot of collectos that lose attempts due to that movement and we’ve to level up armies of alts every 2 years due to the change of expansion for 1 grind.
Every grind has different approaches, MoP world bosses have really bad drops on which players take 8k-10k attempts by using alts and bonus roll, the only bad luck mechanic is the BMAH on which you can buy the mount but those mounts appear like twice per month there.
Players don’t complain about wanting everything the next day in their mailbox without effort, the players complain that there’s not an opportunity with these designs
Example: Last Anniversary, it introduced a new mount with a low % that Blizzard have to change it to 100% because they didn’t knew how to react to the community complains, instead of adding the mount to a vendor for 5000 timewarpe badges and keep it also in the boss with a low drop %, there was collectors doing 50 characters per day without mount before hotfix, that means that a player with few characters could spent years with bad luck farming that mount.
There’s a middle ground and Blizzard doesn’t provide it when we talk about cosmetics, the onyl way around is forcing the game by creating more alts, more accounts…etc and looking for anyway to get the rewards.
PS: I still don’t see any good mount collector on the community council talking about their own experieces like waiting 15-20mins for a Worldboss and if you miss it wait other 15-20mins, just to one shot it and move to next “sloot machine” boss, because Blizzard had to add a mini inmune shield when those spawn for players have a chance to hit them. Do that 50 times per week at least like 12 hours waiting for 1 world boss multiply for # of world bosses you’re farming, instead of doing casual bgs for the 500 honor mount, m+, raid other gameplay. it’s unfun to do that kind of grind that you must watch a series on a second monitor and wait for a spawn. and there’s plenty of examples of grinds that mount collectos know the issues and how unfun are those but we do it because we like to collect mounts.
