Well Blizzard is not reliable so download a rotation addon, when it suggests a finishing move you have max combo points.

I wonder if this is going to be fixed. The mage forum, from what I’ve seen, has basically given up on waiting and all made Weak Auras to get around it.
Here is to hoping patch 10.0.5 contains a very impressive collection of bug fixes.
There’s a WeakAura that fixes the problem for rogue too.
But it only raises the question: Why can’t Blizzard quickly fix it if a WeakAura or addon can? It’s really bizarre.

It’s still a little buggy with anima-charged combo points at times, but I think it’s much better than the default nameplate’s current problems.
