Cold weather flying means epic not needed?

Hello,

So I am a little confused. I know you only need expert riding in order to buy cold weather flying. I have also learned flight speed depends on the mount. So if I get a 280 flight speed mount or 310 speed mount will it go only as far as 120 if you only have expert? And epic unlocks the speeds past that? Or is epic flying just limited to Outland flying? All the articles I read never specified this so I am trying to figure it out.

cold weather lets you fly in northrend, nothing else, its not tied to speed, before 77 when you can buy cold weather flying your gonna be on your ground mount

That’s what I thought someone told me I was wrong lol. I just wanted to clarify it.
