Cold Snap isn't resetting Cone of Cold

Title. I’ve tried it many times and CoC never gets reset by Cold Snap.

Are you running the Coldest Snap capstone talent? If so, then it won’t be reset by cold snap or have its cooldown reduced by shifting power.

Yeah seems odd that they don’t make that adjustment in the Cold Snap tooltip.
