Unable to start it, why?
Can’t even pick up the quest.

hey did you figure it out? It seems for me nothing was happening, but i went to the spot at /way #2023 63.4 56.9 Hastily Scrawled Note, and it just let me do it anyways without doing the first few steps
I did, but now I’m stuck on the shroud quest now (unable to attain it).
As near as I can figure, my one character had full bags and it said I wasn’t finished the quest, even though I had the achievement. I deleted the item in my mailbox and skipped the first step in the chain talking to the weaponsmith and went straight to collecting items in the Waking Shores.
No such luck with the burial shroud quest. Maybe it’s bugged if you attempt the quests on more than one character?
Update: Logged on today and cleared out my bags a bit (again) and the shroud quest became availble…
