Assuming the “one leggo” you’re referring to is Balance of All Things, it’s because it’s BiS in every situation and there’s no reason to craft any other one

You can only wear one at a time, so they all wear the best one.

I’m pretty sure later on in this expac we’ll be allowed to wear two.
Why. it’s not obvious you cant wear more than one leggo till u find out u cant. Don’t be a jerk

It’s pretty hard to miss tbh. Besides it being general knowledge in the WoW community since before Shadowlands started, if you’ve ever read any guide to your class or listen to theory-craft discussions on the topic of builds it would become obvious very quickly as they talk about legendaries in exclusive terms. Rude as it may seem, that is why you got the initial response that you did. I really can’t fathom how this particular piece of information passed you by for nearly 6 months.
Besides that though each legendary has “Unique-Equipped: Shadowlands Crafted Legendary (1)” on it when you hover over it which is about as direct as you get. Putting aside the fact that if there were no limit on how many legendaries you could wear at once even the most casual player would be fully decked out in nothing but legendaries right now and purple loot would be a thing of the past. You kind of answer your own question just by asking it.

Their has been talks of being able to equip two later in the expansion but not currently.
How would a balance Druid running BOAT and Oath be fair in PvP? I don’t see the balance but it would be fun!
