After selecting the ‘Close to Heart’ talent in the Monk talent tree, you gain the buff. Whenever you change zones, the buff gets a 10 seconds duration then fades. If you log out then log back in you regain the buff without a duration. Then if you zone again you experience the same problem.
It is acting like when you walk away from a WW monk and the windwalking buff disappears after 10 seconds except I didn’t walk away from the monk that was applying it because I am the one applying it lol!
