cloak of shadows also putting Combat readiness on CD and visversa
is this intended?

Yes its situational you have to choose one or the other

From 4.2 patch notes:

  • Cloak of Shadows cooldown is now 2 minutes, up from 90 seconds. In addition, Cloak of Shadows is no longer on the global cooldown.
  • Combat Readiness and Cloak of Shadows now share a cooldown.

It would be nice if the tooltips mentioned the shared CD though.
