If a spell effect like UA/Vampiric Touch is dispelled by cleaning waters, does it trigger the same silence/fear effect as a direct dispel?

I have dropped Healing Rain and have been feared chained for a while. Dispelling multiple UAs hurts a bit.
It also removes CC. Like to keep it down on the healer group. Nothing like sheep spamming mages going crazy.

I offspec resto in PvP and I learned this one the hard way. Chuckled the first tine when I dropped a healing rain and got insta-gibbed in battlegrounds thanks to the AoE dispell.
Now its just annoying.
