Why isn’t Claws of Shirvallah a former druid talent that changed the appearance of cat form a option for druid players?

Many of us have been asking for it ever since the concept was introduced in WoD. It’s surprising they haven’t done anything about it since the humanoid bear forms introduced in Legion had such a huge positive feedback, and they followed up with more variations.

I feel like it would be so easy for blizzard to just add it back.

Werecat or a claws of Shirvallah would be amazing. It would pair so nicely with the werebear look, just like the sparkle kitty and the disco bear do.
I would love to see werecat given the boomkin treatment, a ton of customizations, like fur colors and fur patterns, scars, eye shapes/colors, different (or no) tails, fang length, etc.
