It seems obvious they go to 3 other places that are level capped 60.
Expand these areas which are also being battled by the Scourge and the Old god.
Travel takes time, they are all on the road.
if anytbing they should have the DMF carnies visible in travel on the roads and vilages on the way between Thunderbluff and Elwin, and have them also provide quests to players mid week dependin on location.. EI things like gathering food for the carnies, killing robbers, etc.
