In order to use dual spec you have to be out of combat.

Depends on the change in question. What are the pros and cons to it? How much does it impact average gameplay? How much does it impact other mechanics? How much does it impact balance of the game?

Also btw you drop to 0 mana after changing spec. There is no way you change spec during a fight if you are a mana user.
