Look at the end of the day, IDC if you parse green I lead a Guild a couple of times that had more than one raid group. You didn’t need to be the top DPS in Vanilla/Classic.
however the do have a point in that you have to kinda know the ins and outs of class specs to know whether or not dual spec is warranted…
As a [player who enjoys to PvP and PvE multiple times in a week… I dont wanna spend 100-300 gold every week just because I wanna raid and then run battlegrounds because different homies logged in.

I was replying to the comment above it about people being able to survive without dual spec so they don’t need it this time either.

Chronoboon is very much under the same umbrella as dual spec.
It’s convenience so we can focus on other parts of the game that actually matter.
Neither are remotely close to a faction gaining a class they don’t currently have access to.

Salv on horde would balance factions. That’s pretty convenient too
