As long as you compare apples to apples, absolutely. (I think 10% is possible; extremely difficult, but possible. 5% would be ideal, but even I admit that would be next to impossible with 36 specs)
Blizzard’s biggest problem here is they have REALLY WEIRD issue with balancing things around whole-number breaks.
x.1 cycle: This does 20%. oooh no… not enough. x.2 cycle: We’ll buff it to 40%!!
Oooooh, that was way too much. x.3 cycle: Maybe 30%? Now it’s too low again. Oh well… leave it for the next expansion.
1> Why does it take an ENTIRE CYCLE to balance things? We have enough data in mere WEEKS, Blizzard doesn’t do anything for multiple MONTHS.
2> Every time they buff 5%, 10%, etc… why not 7%? Why not 7.5%? Why not 7.514%? Their inability to recognize that numbers exist beyond milestone points is an incredible failure that makes NO SENSE. You will NEVER balance this game if you refuse to make changes beyond pretty 5% break-points. The Real Number Line exists-- use it!
You make a lot of other good points I’m sure we could talk back and forth for days about, I’m trying to be brief. It’s not like our discussion will be read by anyone at Blizzard/ make a difference anyway. Sorry to say. lol

Yes, because both of the other Hunter specs outperform BM by 20%…MINIMUM in M+.
Don’t bring a Camry to the track when you’ve got a Porsche and a Vette in the garage.
Why is it the people who are terrible at a spec the most critical of it? You literally claim it’s trolling to play but it’s basically all you play on your main and you play it very poorly.
In this case it’s just math.

The problem a lot of people are making is that they assume this game is ever balanced. The most balanced this game has ever been was early Legion, and I really want you to think about that.
Mage is basically the protagonist of WoW with how they are treated, tuningwise. I’d like deep freeze back, but they are never weak for long.
Warlock is almost never bad, hunter is either trash forever or sleeper amazing for the entire expac.
They still have no idea what they are doing for spriest and affliction, wtb shadow orbs and soul swap back.
God forbid destruction ever be good in mythic plus right blizz lol you guys are a joke why not buff the other classes to be comparable to destro instead of nerfing warlocks over and over again until their bottom tier by the end of the patch…

BF needs another 15%, along with Mastery fix.
Top Sub parses in keys are like 25-26k overall damage. Top parses for Outlaw are 15k.
I also find it funny how for every other spec/class, even LFR tier > 278, but Outlaw is actually ilvl>tier. Prob gotta fix your game.

As the shard generation on the Inferno talent was recently nerfed, its important to note that the inferno target cap is inconsistent with every other target-capped ability:
The problem with this nerf is that on 6 targets, all 6 targets have the reduced shard generation (rather than receiving full generation on 5 targets, and reduced generation on 1 target).
This means you receive significantly less shards on 6 targets than on 4 or 5 targets. This results in the gameplay that is less smooth as you add more targets (and reach the target cap).
Every other target-capped ability in the game does not work this way. Other abilities function in a way where you receive full value (damage) for the first X targets and deal reduced damage beyond that. This makes sense since you shouldn’t get weaker for adding more targets, which is currently the case for inferno.
