Correct. You cite the first paragraph, which makes this all the more confusing. Just below that blizz states “The Blackwing Lair attunement quest, “Blackhand’s Command”, will become available on all realms tomorrow, Friday, January 10.”
If under the same heading blizz emphasizes a date other than Feburary 12 (e.g., January 10, as stated), why wouldn’t “now” mean “now.”
