So once you have completed Legion and the game has “Sacrificed the artifact’s power” is it no longer possible to go back and complete the class requirements to acquire the class mount? I have gone back and through Wowhead found the missing required quests, but the NPC’s involved will not speak to me at this point. Anyone know?

You can definitely still go out and acquire all the class mounts… As to where you’re at in the massive chain it is hard to say.
Whenever I get lost on those, generally check mission board first. Also, out on broken shore a bunch of prerequisites need to be completed (Breaching the Tomb meta cheezement) before you’re able to finish.

yeah basically do everything the annoying people who talk too much ask you to do around there and eventually + if your rep is high enough, you should get it
I think the rep requirement is still there (revered) so that’s a possibility if you can’t think of anything else
i still gotta farm this! 
You can still go back and do the quests, I did the Monk one a bit ago.
I would just go back to look through the achievements and requirements to figure out where you are at.
The weapon stuff is tied to things in legion. The mount is tied to the broken shore. Just work through the quests. Not the dungeon questions, just the ones on the island. Can’t grind it out in a day but maybe 2. There’s one that’s time gated with WQ.
Complete the “Breaching The Tomb” achievements to get the mount.
