Title. They’re supposed to give 15%, but they just don’t give anything now. I’m unsure if this is all class halls or just the hunter one.

This is the 2nd mission you ever get, where you are supposed to send your two champions and 1 troop, and it makes the percentage 100%.
However, Loren gives 75% as expected, Emmarel gives 10%, and the archers give nothing.

Not just hunters… it’s likely all order halls. My warrior is running into same problem, and only way i can hit 100% on some of the easier ones… or even try for the bonus is with only Champions.

It applies to all troops on mission tables, they aren’t getting the ability/trait they’re supposed to. For the BfA table you can get around it by using a Veteran Contract but you can only have on of them at a time and they’ve become quite pricey now.
There have been bugs with the Legion Class Hall mission table since the Shadowlands pre-patch, I reported it many times and we’re now months later and there’s a new bug. 
The BfA table has its own problems with some of the troops not triggering traits on the champions or the equipment, although that’s very buggy as it works for one of my characters but not others!
I keep submitting bug reports in game but nothing seems to happen, it’s quite disheartening.
Class Hall troops are poor quality now (deprecated).
Demon Hunter class hall cannot be completed anymore thanks to obliterum.
Maybe seems to be intentional or they want players focusing only in Shadowlands content now.
I’ve seen this, where one type of minion gives credit but the other does not.
I see a lot of missions also where 3 followers are required, all are higher in level than the requirement, but the mission success is less than 100%.
I think one issue is that follower equipment has been nerfed. So unlike during Legion, your followers have none.
